I need to add a clarification to an earlier post.
It's not so much that I have anything against "open note" exams. I do, however have a problem when those notes are from a "note-taking aid" prepared by the teacher with fill-in-the-blank statements that directly address the specific questions that will be on the test. And then, the test is multiple choice. And finally, the students can retake exams if they don't do so well the first time. Disclaimer: I'm not making statements about how it is everywhere. Just in one class. I'm sure there are some classes that are different. This is by no means a blanket statement. Unfortunately, I'm sure someone will think it is.
